Who does (not) vote in Croatia?

Representative electoral democracy is a great idea. But do all kinds of people, across society, adhere to its principles to the same extent? And what happens if certain people systematically abstain, and we don't course correct? Michael Jennewein, Researcher for Democracy and Economics, was interviewed by Croatian TV station DANAS, on voter turnout in Croatia.
